While Europe uses "sticks" (taxes), Japan is using "carrots" (procurement incentives). The new Eco-Certification system starting January 2026 grants "preferential treatment" in government purchasing to products that meet strict circular design standards. Major Japanese players are racing to get their packaging certified as "Excellent." 
Sysmex, a medical giant, which became the first in its industry to obtain certification for a closed-loop recycling scheme for reagent containers.  Toyobo, a major Japanese materials and chemicals group, is developing high-performance mono-material films to improve recyclability, helping clients align packaging with Japan’s tightening certification and procurement criteria.”
