Tocco Report: The Global Packaging Compliance Handbook for 2026
PPWR, PFAS, EPR across 5 regions and 120+ distinct Legislative Updates
2026 is when packaging compliance stops being theoretical. Across Europe, North America, APAC (East Asia + South East Asia) and Latin America, chemical limits, circularity targets, and Extended Producer Responsibility (EPR) obligations are landing on the same operational timelines.
The Global Packaging Compliance Handbook for 2026 tracks this shift from policy to enforcement. Drawing on more than 120 legislative updates and government implementations, the work maps how upstream material restrictions, especially PFAS and heavy metals, connect to downstream reporting, recycling performance and fee exposure, often across multiple jurisdictions at once.

somethingThe "Excellent" Certification Shift
While Europe uses "sticks" (taxes), Japan is using "carrots" (procurement incentives). The new Eco-Certification system starting January 2026 grants "preferential treatment" in government purchasing to products that meet strict circular design standards. Major Japanese players are racing to get their packaging certified as "Excellent." Sysmex, a medical giant, which became the first in its industry to obtain certification for a closed-loop recycling scheme for reagent containers. Toyobo, a major Japanese materials and chemicals group, is developing high-performance mono-material films to improve recyclability, helping clients align packaging with Japan’s tightening certification and procurement criteria.”
